When you’ve completed the main quest you were on, head to any terminal in the Institute and insert the Network Scanner Holotape.
You can find this by bringing up your Pip-Boy and looking through your inventory. While you’re playing Fallout 4: Institutionalized, you will be given a Network Scanner Holotape. Insert Network Scanner Holotape into Institute terminal
